Avinash "Tiger" Singh Rathore leads a happy family life with his wife Zoya and son Junior. New R&AW chief Maithili Menon calls Tiger on a mission to rescue his former handler Gopi Arya, who has been captured while trying to get information about a dangerous mission planned by Pakistan. Tiger manages to rescue Gopi and take him back to India. However, Gopi succumbs to the brutal injuries he sustained during the mission. Before dying, Gopi reveals that Zoya is also part of the mission, which shocks Tiger and prompts him to start spying on her. Tiger is later assigned to another mission to protect a suspect named Jibran Shiekh in Russia. Shiekh has confidential information regarding the Pakistani mission and fled to Russia when he and Gopi were exposed.


Tiger learns that Zoya has been assigned to kill Sheikh, where he rescues and confronts her. Tiger is later captured and taken to former ISI agent Atish Rahman. He reveals to Tiger that he forced Zoya to undertake the mission by holding Junior[A] hostage. Tiger and Zoya are then forced to fly to Istanbul and steal a briefcase containing the missile's PAL code. Tiger manages to steal the briefcase with the help of his RAW team and gives it to Zoya, who in turn gives it to Atish. Tiger and Zoya are later framed as traitors by their respective countries and Tiger is imprisoned in Pakistan after Atish.

It is later revealed that Aatish had a grudge against Tiger and Zoya after they foiled his plan to kill an Indian army general to stop the peace treaty between India and Pakistan. Tiger also inadvertently killed Atish's pregnant wife and ISI agent Shaheen Baig. The tiger is sentenced to death, but manages to escape with the help of a Pathan. He goes to Islamabad and meets Hasan, [a] who now works as a hacker. Tiger's team, Zoya and fellow ISI agents Abrar and Javed arrive in Istanbul, where they learn of Atish's plan to assassinate Pakistan's Prime Minister Nasreen Irani, in order to become the next prime minister. Pakistan Army General Imtiaz Haque is also with Atish. Tiger, Zoya and their team secretly enter the PMO, where they inform Irani about Atish and Haq's plans.
Tiger and Zoya take Irani to a safe place and Tiger forces Haq to reveal the truth to the media. However, Atish secretly kills Haq with the help of Javed, who is later revealed to be Shaheen's brother, and tricks Tiger into killing Haq. Abrar and Tiger's friend Karan are also beaten by Atish and Javed. Atish and Javed reach a safe place to kill Irani, but Tiger and Zoya help Irani escape, where Hasan and Javed are killed. Tiger and Atish engage in hand-to-hand combat, where Tiger gains the upper hand and kills Atish. Atish's crimes are exposed by Irani and Tiger, Zoya and their teams are proven innocent. After that, Tiger and Zoya return to their family life and assures Menon that he will be there to serve his country.
